The Kentucky Community and Technical College System (KCTCS), established by HB 1 in 1997.

Electric competition studies have been conducted by the Electricity Restructuring Task Force, which was established in 1998. The study urges against retail choice since electric prices are so low, but the task force will continue to monitor the issue. The task force believes customers would end up paying more over the next ten years for electricity because utilities would have to incur the additional cost of complying with federal environmental regulations.

Kentucky's high-risk pool, Kentucky Access, became operational in 2001 and is financed by program participant premiums, tobacco settlement funds, and assessments on insurers. The programs premium cap is set at 175 percent. As of May 2005, approximately 3,300 persons were enrolled in the program.

The courts have an online records system available only to police and attorneys. The public can use designated computers to get limited information from the county where the computers are located.
