A set of ground-based information centers that provide information to pilots about weather and other flight conditions. They are separate from ATC, and only deal with fairly slowly developing phenomena. An FSS cannot tell you that another aircraft is nearby, but does have time to read you weather forecasts. Pilots generally get a briefing from one before flight and can also contact them in flight to give or receive information about other conditions. A pilot speaking to Flight Watch is speaking to an FSS.
