An evaluability assessment is a systematic process used to determine the feasibility of a program evaluation. It also helps determine whether conducting a program evaluation will provide useful information that will help improve the management of a program and its overall performance.
Negotiation and investigation undertaken jointly by the evaluator, the evaluation sponsor, and possibly other stakeholders to determine if a program meets the preconditions for evaluation and, if so, how the evaluation should be designed to ensure maximum utility.
