Headquarters from which requests for workers are filled. A hiring hall may be operated by a union alone or by an employer and union jointly. Master agreement - A union contract usually associated with industry-wide or near-industry-wide bargaining. Usually the master agreement settles major issues but does not necessarily control all points, thus leaving room for local adjustments.
