Regional Transportation Improvement Program - A list of transportation projects submitted to the CTC (see p. 4) by the regional transportation planning agency (MTC for the Bay Area), as a request for state funding. The RTIP has a five-year planning horizon, and is updated every two years. Projects are first proposed by local jurisdictions, then evaluated and prioritized by the regional agency for submission to the CTC by December 1 of each odd-numbered year. The amount of funds available to each county is determined by the fund estimate (see p. 6) and the county entitlement calculations (see p. 4). The CTC can accept the RTIP as submitted or can reject the entire document; the CTC does not have the power to accept or reject individual projects in the RTIP.
