The 9A Qadr is Iran's first generation of air-launched PGMs has been developed by the missile-manufacturing companies of the Iranian Ministry of Defence (and not the well-established Aerospace Industries Organisation, builder of Iran's surface-to-surface guided weapons).

Qadr is the divine decree: Allah’s knowledge of all that has and will happen and nothing happening except with His permission. Belief in qadr is one of the pillars of faith for a Muslim.
