State networks of conveniently located centers that each provide employment, education, and training services all in one place. Some One-Stop Career Centers have all employment, training, and education partners and their programs on-site, while others have only selected partners and programs on-site. They are conveniently located within communities and provide a wealth of information and assistance for job seekers, education and training seekers, and employers.
As directed by Title I of the Workforce Investment Act of 1998, each state is charged with creating and maintaining an integrated service delivery system, a “one-stop†system, that provides job-seekers and employers with information about and access to a wide range of employment, job training, and education services.

The foundation of the workforce development system under the Workforce Investment Act (WIA), One-Stops are the entry point for any person seeking job training or employment services, and any employer seeking workforce services such as hiring or training. WIA requires that local workforce investment areas establish at least one physical One-Stop to serve employers and job seekers. Local workforce boards may establish more than one physical One-Stop, and may also create virtual One-Stops at partner agencies, in community-based organizations, or in other facilities, such as prisons or churches.
