A proposal sent to a foundation without invitation or prior knowledge of the foundation. Some foundations will not accept unsolicited proposals or applications.
An offer from an offeror proposing to render services or construction or deliver goods to the County, outside of a solicitation by the County. Unsolicited proposals should be evaluated by an appropriate Using Department in terms of need, price, and funds available. If funds are available and need is present, the Using Department may initiate an appropriate solicitation as provided by these regulations, based upon the unsolicited proposal.
A proposal that is generated following an informal discussion with the customer – generally following a sales visit or telephone call where a customer requirement is discovered. Same as Pro-active Proposal
