A horse's act of stopping in front of an obstacle, penalised unless the horse then clears the obstacle without having to improve its run-up.
Failure to jump a fence because the horse stops or tries to run around it. Scored as a disobedience.
When a horse stops before the fence or runs out to the side of the fence to avoid negotiating the obstacle it is called a refusal. The refusal is scored as a disobedience.

If planning permission is refused you can appeal to higher authority. Theoretically the appeal is to the Secretary of State for the Environment, who then appoints an inspector. In practice you appeal to the Planning Inspectorate. If the inspector upholds the refusal, that decision is final. It can only be challenged on legal grounds in the High Court. You can submit another application immediately but the new plans must be substantially different.

This is a term used in pile driving. When the piling is driven into the ground to the point that the piling is "refusing" to penetrate the ground further with the weight of the heavy equipment used in driving bearing on the piling. At this point it would be noted that "the piling was driven to the point of refusal." Example.
