Each commune of 80,000 or more inhabitants is geographically divided into quarters whose boundaries are fixed by the  ''conseil municipal''. Each quarter has its own ''conseil'' which has the right to be consulted and make proposals upon issues affecting both the quarter and the town as a whole.
