The Lieutenant Governor ends a session by proroguing the House of Assembly. The House may not sit once it has been prorogued until it has been called into session again by the Governor in Council.
The act by which the Lieutenant Governor brings a session of the Legislative Assembly to an end. This is different from dissolution which terminates a parliament. Prorogation is more like the suspension of parliament. Unfinished business dies, unless carried over to the next session by a motion that it remain on the order paper in the next session.
A prorogation is the period between two sessions of a legislative body. When a legislature or parliament is prorogued, it is still constituted (that is, all members remain as members and a general election is not necessary), but all orders of the body (bills, motions, etc.) are expunged. (In the British parliament, this has now changed somewhat in that Public Bills can be carried over from one session to another.)
