POTENTIALLY HAZARDOUS FOOD. means a natural or synthetic food that requires temperature control because it is in a form capable of supporting: The rapid and progressive growth of infectious or toxigenic microorganisms; The growth and toxin formation of Clostridium botulinum; or In raw shell eggs, the growth of Salmonella Enteritidis. PHF includes: animal food (a food of animal origin) that is raw or heat treated a food of plant-origin that is heat-treated or consists of raw seed sprouts cut melons garlic-in-oil mixtures that are not modified in a way that results in mixtures that do not support the growth of pathogenic microorganisms

PEAK HOUR FACTOR. The ratio of total traffic occurring during the peak hour to the peak 15-minute flow rate (4 times the maximum 15 minute volume) within the peak hour. A peak hour factor of between 0.92 to 0.95 indicates a relatively high degree of uniformity of flow during the peak traffic hour.
This describes the relationship between hourly volume and the maximum rate of flow within the hour: PHF = hourly volume/maximum rate of flow. For the 15 minute periods, PHF = volume/4 x (maximum 15 minute volume within the hour)
