Any person over 18 years of age who has lived in North Carolina for 6 months may adopt. A husband and wife must jointly adopt, unless the person seeking to adopt is the stepparent; then the spouse does not need to join in the adoption. If the prospective adoptive parent is the biological parent or stepparent, this person may adopt even if he or she is younger than 18 years of age.

The Study Commission submitted its recommendations to the General Assembly. Fully competitive retail electric service as of January 1, 2006, with retail choice available to up to 50% of each power supplier's load as of January 1, 2005; and stranded costs recovery for investor owned utilities with a rate freeze effective through December 31, 2004, and a proceeding before the NCUC to determine further recovery, if any. As of January 8, 2001, the General Assembly has said it will not produce any comprehensive restructuring legislation in the 2001 season.
The Department of Environment and Natural Resources will hold a public hearing December 7 regarding proposed hazardous waste amendments. The proposed amendments would adopt by reference federal regulations that provide a conditional exemption for cathode ray tubes and cathode ray tube glass that is recycled.
