Metropolitan Wastewater Joint Powers Authority
Joint Powers Agency. An entity formed pursuant to Government Code Section 6500 et seq. to allow government agencies to act jointly within the electric utility industry. Joint Powers Agencies have been typically formed for the purposes of owning, constructing, or operating electric power generating plants or transmission facilities that were either too large or too costly for a single agency to perform by itself.
Joint Participation Agreement. An agreement between two or more government agencies to fund a construction project or conduct a study.

Joint Powers Authority. A JPA is formed when it is to the advantage of two or more public entities with common powers to consolidate their forces to acquire or construct a joint-use facility. Their bonding authority and taxing ability is the same as their powers as separate units.
