a protester who would be eligible for award of the contract if the protester were upheld
A person who may gain or lose as a result of a protest committee's decision, or who has a close personal interest in the decision.
Generally means all employees at the time the employer applies for a determination letter. The IRS requires that interested parties be notified when the application is made.
