Definitions for "Definitive"
Stamps that are issued for ordinary postal needs and placed on sale for an unlimited period as opposed to commemorative. By contrast with commerative, definitive stamps tend to be more generic in concept, and/or to have subjects that are relatively "timeless". Most importantly, definitive stamps tend to remain on sale for a longer period, and are not commemorating any particular thing.
