Active Record connects business objects and database tables to create a persistable domain model where logic and data is presented in one wrapping. It’s an implementation of the object-relational mapping pattern in which an object that wraps a row in a database table or view, encapsulates the database access, and adds domain logic on that data.

ActiveRecord is an implementation of the Active Record pattern for the Microsoft .NET framework. It basically represents a row in the database with an ActiveRecord instance, and the static methods act on all rows. It is free, open source software that is distributed under the Apache 2.0 License.
