The access code is the code to reach the LES = Land Earth Station, which is used for Inmarsat-M, -B and Phone. The MES = Mobile Earth Station transfers this code into the LES-ID of the refering station. Therefore this code and the LES-ID are not identical, but the access code is identical in all ocean regions. For the T-SkyNet Mobile Services the access code is 111.
