A person who loses their hearing and becomes deaf after learning spoken language is described as being deafened.

caused to hear poorly or not at all
A person who was born with normal hearing but lost it either gradually or suddenly and is unable to understand speech without visual cues. Also referred to as "late-deafened."
Condition A deafened character cannot hear. She takes a -4 penalty on initiative checks, automatically fails Listen checks, and has a 20% chance of spell failure when casting spells with verbal components. Characters who remain deafened for a long time grow accustomed to these drawbacks and can overcome some of them.
