Notice of Proposed Rulemaking, announcement in the Federal Register of proposed regulations with explanation and a specified period during which public comment is invited.

Issued by the FCC when it proposes a new body of regulations or changes to existing regulations. Before any changes to regulations can be made, interested parties are given a time period during which they can comment on the proposed changes. If the FCC decides to make substantial alterations to the proposed rules, an additional comment period may be allotted.
