Citizens Advisory Committee The Citizens Advisory Committee (CAC) primarily in the Butte County General Plan 2030 process has the role of providing community input to the 8 workshop series issues. Actual drafting of the general plan is left to the staff, planning consultants, and the planning commission, under the periodic review of the CAC during the 8 workshop series. As with any appointed body, the meetings and workshops of the committee are subject to the Open Meeting Act (§54950 et seq), requiring public notice.
