Someone who operates a hot air balloon. In Japan, a hot air balloon pilot requires a licence issued by the Japan Balloon Federation. In order to obtain a licence, one must be a Japan Balloon Federation member and undergo balloon flight-related study and hands-on training under a qualified instructor for a specified period of time. After that, one must pass a flight test under the scrutiny of an instructor, as well as a written exam.
