A representation of an agent (animate or inanimate) on a Use Case Diagram external to the system being designed.
A human or non-human entity that directly interacts with the system. Non-human actors can be hardware or other systems. We model the exchange of events and information between an actor and the system. Actors are not modelled, only their interactions. An actor participates in a scenario by sending messages to, and receiving messages from the system. Actors may also interact with each other.

An entity (i.e. person or system entity) utilizing provisioning, user administration, services. Examples of actors include application programs, security services, any computing or non-computing services, etc. Perhaps actor is effectively synonymous with system or person entity.
In the Unified Modeling Language (UML), an actor is something or someone who supplies a stimulus to the system. An actor cannot be controlled by the system and is defined as being outside the system.
In policy debate, an actor is an entity that enacts a certain policy action. If a plan were to have the U.S. send humanitarian aid to Sudan, then the actor would be the United States federal government.
