Universal Service Obligation UTRA

universal service obligation. Obligation to provide the universal postal service.

Universal Service Obligation. The obligation to make a service available in a geographical area or to a specific group of users, even if the company on which the obligation is imposed is not able to obtain a commercial profit on the service.

Universal Service Obligation. Universal Service refers to avaibility, non-discriminatory access and wide-spread affordability of telephone service. The level of universal service is statistically measured as the percentage of households with a telephone.

United Service Organization. Provided entertainment to the troops, and was intended to raise morale.
