The process by which some workers continue to be covered by older contract language, while new contract changes are applied only to new workers. The workers who are exempted from specific changes in the contract are "grandfathered in." For example, a new wage structure may apply only to new workers, while current workers continue to be paid as they had been under the previous contract. For example, in the 1999 contract campaign, the university proposed a change in pay structure that would have cut the pay of some TAs. The university proposed to "grandfather in" these TAs, so that only future TAs would be affected by the pay cuts. (We didn't accept the changes, by the way.)

Exempting cable systems from the federal rules because 1) they were in existence or operation before the rules, or 2) substantial investments were made in system construction before the rules. Grandfathering applies to signal carriage, access channels and the certification process.

An exemption based on circumstances previously existing. Under the NFIP, buildings located in Emergency Program communities and Pre-Flood Insurance Rate Map buildings in the Regular Program are eligible for subsidized flood insurance rates. Post-Flood Insurance Rate Map buildings in the Regular Program built in compliance with the floodplain management regulations in effect at the start of construction will continue to have favorable rate treatment even though higher base flood elevations or more restrictive, greater risk zone designations result from Flood Insurance Rate Map revisions.
