Child Sexual Abuse. Any act that involves sexual molestation or exploitation of a child by a parent or other person who has permanent or temporary care or custody of or responsibility for supervision of a child, or by any household or family members regardless of whether physical injuries are sustained. Child sexual abuse is a physical violation of a child's body through any sort of sexual contact or a psychological violation of a child's personal space through verbal or visual sexual behavior. It is a violation of a child's basic rights to be protected, nurtured, and guided through childhood and it disrupts child development, causing low self-esteem, distorted beliefs about body image and sexuality, and a lack of trust in care givers and the world in general.

Child Sexual Abuse. It has a special status among forms of abuse, because it includes not only a) what is considered sexual abuse between adults, but also b) all forms of sexual activity involving children and adults as partners, even if a child gives consent to such an activity. The term has both moral and legal connotations. As with the definition of sexual abuse in general, the definition of this term in legal, moral, and scientific literature varies in both criteria and specificity. The term includes also the commercial sexual exploitation of children (CSEC), defined by the International Labour Organization in the text of the Worst Forms of Child Labour Convention.

Cognizant Security Agency. Agencies of the Executive Branch that have been authorized by E.O. 12829 to establish an industrial security program for the purpose of safeguarding classified information under the jurisdiction of those agencies when disclosed or released to U.S. Industry. These agencies are: The Department of Defense, the Department of Energy, the Central Intelligence Agency, and the Nuclear Regulatory Commission. The Secretary of Defense (SECDEF) has been designated as Executive Agent for the NISP. Heads of the Executive Branches are required to enter into agreements with the SECDEF that establish the terms of the SECDEF's responsibilities on behalf of these agency heads for administration of industrial security on their behalf.
