Each RRT maintains a Regional Contingency Plan and has state and federal government representation. EPA and the U.S. Coast Guard cochair the RRTs. Like the NRT, RRTs are planning, policy, and coordinating bodies and do not respond directly to pollution incidents but do provide assistance when requested by the federal On-Scene Coordinator. RRTs also provide assistance to SERCs and LEPCs in local preparedness, planning, and training for emergency response.
