Those representatives inside the educational, public, and governmental system who are responsible for public education at school, school district, state/provincial/regional, and national/federal levels. 2. Those individuals, businesses, or groups outside the public educational system who influence educational policy. This may include parents, clubs, organizations, businesses, political activists, and any number of other citizens or groups of citizens who, while not directly and legally responsible for creating educational policy, nevertheless influence educational policy.
