Michigan Educational Assessment Program. According to the Michigan Department of Education, the Individuals with Disabilities Education Act Amendments of 1997 requires that all students with disabilities be assessed at the state level. In response to this legislation the Michigan State Board of Education approved the Michigan Educational Assessment System (MEAS). The Michigan Educational Assessment Program (MEAP) is one component of this assessment system.
