this is the amount of “spell points” that your character is allotted to cast spells with. Every time your character casts a spell, it costs a certain amount of Magicka. Magicka is represented by a blue bar on the HUD. Magicka regenerates slowly, unlike Morrowind, where the player's character needed to rest to regain Magicka after a furious bout of spellcasting.
