This is an abbreviation for the Spanish words "Impuesto sobre el valor aƱadido" and is the Spanish equivalent for VAT. If you were buying a brand new property for a property developer you would pay "IVA". Whereas if you were buying a previously owned property from a private individual you would pay you pay transfer tax.
