(ITT) – a formal process for soliciting competitive bids that includes the public opening of sealed tenders. ITTs are often referred to as "public tenders". Typically ITTs are used for construction projects, where the requirement is adequately defined to permit the evaluation of tenders against clearly stated criteria and quotations. The focus of this solicitation document is on price, targeting the lowest qualified bid. 6.3.2a

an ITT is sent out to bidders when the opportunity is worth $25,000 or more and has fairly straightforward requirements, such as a request for off-the-shelf goods. The lowest-priced responsive bid (the lowest bid that complies with all the mandatory requirements specified in the ITT document) will be awarded the contract.
