No ON-SALE RETAILER shall directly or indirectly offer or furnish any gifts, prizes, coupons, premiums, rebates or assumptions of any tax or similar inducements wherein the purchase or consumption of spirituous liquor is required to receive such gifts, etc. This shall not prohibit on-sale licensees from furnishing ADVERTISING novelties of nominal value, as long as such furnishing is not dependent upon the purchase or consumption of spirituous liquor.
