Home Location Register. Database in mobile telecommunications networks which holds the subscriber data for mobile customers. Every user is allocated to an HLR. The HLR provides network-internal information on the services to which subscribers have subscribed. It also contains details of the present whereabouts of the customer – without this information, roaming is not possible.
Home Location Register is the home database of a GSM net. It contains all administrative information about the subscribers of a specific provider. This includes all kind of information such as services, city zones and phone numbers with a special tariff. Additionally, the HLR contains all information related to mobility management. Home Location Register. The Home Location Register in a mobile communication system keeps track of a mobile terminal's current location. In mobile IP systems, the resolution is the mobile computer's current Foreign Agent. Home Location Register. When a mobile phone "roams" from one Network Operator to another there has to be one place that knows where in the world your phone currently is. This database is maintained by your original Network Operator and is called the Home Location Register. The HLR is also used when a number is ported from one Network Operator to another. We normally use suppliers who check the relevant HLR to ensure that messages are delivered via the correct MNO but we also have direct access to several MNO's HLRs.
