Ground that has been polluted with hazardous materials and requires cleanup or remediation. Contaminated sites may contain both polluted objects (e.g., buildings, machinery) and land (e.g., soil, sediments, and plants).
Land in which a substance is present at a concentration above that which naturally occurs. Land that poses, or is likely to pose, an immediate or long term risk to human health or the environment.
Land containing Substances which when present in sufficient quantity are likely to cause harm to manor the environment. Contaminative uses are: (1) manufacturing of gas, coke or bitumous material from coal; (2) manufacture or refining of lead or steel, or an alloy of lead or steel; (3) manufacture of asbestos or asbestos products; (4) manufacture, refining or recovery of petrol or its derivatives, other than extraction from petroleum bearing ground; (5) manufacture, refining or recovery of other chemicals excluding minerals; (6) final deposit in or on land of household, commercial or industrial waste, other than certain types of inert waste or where the waste Is used as a fertiliser or otherwise beneficially to condition the land; (7) treatment at a fixed installation of household, commercial or industrial waste by Chemical or thermal means; (8) use as a scrap metal store.
Land which is in such a condition by reasons of substances in, on or under the land, that it poses an actual or potential hazard to health and/or the environment. Often this land is incapable of beneficial use without treatment.

Land is in a contaminated state if, and only if, substances in, on or under the land are causing harm, or if there is the possibility of them causing harm, or the pollution of controlled waters, or the possibility of the pollution of controlled waters.
Defined in Section 78 A (2) of the Environmental Protection Act 1990 as “any land which appears to the local Authority in whose area it is situated to be in such a condition, by reason of substances in, on, or under, the land, that:- a) significant harm is being caused or there is a significant possibility of such harm being caused; or b) pollution of controlled waters is being, or is likely to be, caused.
Contaminated land means land of 1 of the following kinds:(a) If there is an applicable national environmental standard on contaminants in soil, the land is more contaminated than the standard allows; or(b) If there is no applicable national environmental standard on contaminants in soil, the land has a hazardous substance in or on it that- (i) Has significant adverse effects on the environment; or (ii) Is reasonably likely to have significant adverse effects on the environment.
Under the Environment Act 1995, the local authority is required to identify any contaminated land within its area and to require remedy by the owner or occupier, failing which it has powers to do the work and charge the owner or occupier.
