The first phase of work in the NJTPA’s Project Development Work Program (PDWP) in which information and data are gathered and generated to develop a clear understanding of a transportation problem for later consideration of alternatives.
Developing concepts. A concept is something conceived in the mind (e.g., thought or notion), an abstract or generic idea, or a mental representation, image, or idea of concrete objects as well as of intangible ideas.
A broad term used to describe the set of activities associated with transforming generated concepts into products. Activities include research, prototype build and testing.
