cccl is a wrapper around Microsoft Visual C++'s cl.exe and link.exe. It converts Unix compiler command line parameters into the equivalent parameters for cl and link.

Coastal Construction Control Line. Line along the shoreline bordering the Gulf of Mexico, the Straits of Florida and the Atlantic Ocean established by the Florida Department of Natural Resources "to define that portion of the beach dune system subject to severe fluctuations based on a 100-year storm surge, storm waves, or other predictable weather conditions (Chapter 161.053 F.S.)." It is a line of jurisdiction. This line is not the Erosion Control Line, or ECL (see below).
