Officially called the total fertility rate (TFR), the birth rate indicates the average number of children that women in a country bear in a lifetime. It is calculated by dividing the number of children born to women aged from 15 through 49 by the number of women in that group. The aggregate ratio was stable for much of the postwar period at around 2.1 until the early 1970s. It fell below 2 for the first time in 1975 and has been declining ever since. Japan's future population growth depends almost entirely on the TFR because the death rate and inward and outward population movements have generally remained stable. The National Institute of Population and Social Security Research releases population forecasts with both upper and lower limit projections.

In demography, the crude birth rate (CBR) of a population is the number of childbirths per 1000 persons per year. It can be mathematically represented by CBR = \frac{n}{p}{1000} where n is the number of childbirths in that year, and p is the current population. This figure is combined with the crude death rate to produce the rate of natural population growth (natural in that it does not take into account net migration).
