CD, viii.8, 16, and 47 and 1QpHab, viii.5, 11, and ix.5). Particularly the plural has the sense of "Herodians", i.e., "the Kings of the Peoples" (CD, viii.10); cf. also "Yeter ha-'Amim"- "the Additional Ones of the Gentiles" for Romans below.
